Description: YKAN is inviting eligible Individual Consultant to submit proposal for the following scope of work: Project Background Yayasan Konservasi Alam Nusantara (YKAN) Indonesia Oceans Program (IOP) new 10-year strategy for community-led conservation will explore potentials and needs of villages for conservation. This strategy will include targets for participation of women and marginalized groups for additional livelihood activities and for nature-based initiatives in order to build coastal village resilience. Raja Ampat (“Four Kings”), off the northwestern tip of West Papua Province in Indonesia, includes the four large islands of Waigeo, Batanta, Salawati, and Misool and hundreds of smaller islands. This region encompasses over four million hectares of land and sea in the heart of the ‘Coral Triangle’, an area with the world’s highest coral reef biodiversity. The archipelago is estimated to harbor over 75% of the world’s coral species. At least 553 species of scleractinian corals are known in Raja Ampat, and soft coral diversity is also very high. Raja Ampat also has one of the world’s richest coral reef fish fauna at least 1,437 species. The islands encompass intact forests and functional coral reefs, often separated by only meters. It is unusual to find such ‘ridge to reef’ ecosystem integrity in Indonesia. In Misool, sasi (customary-based temporary closures) are practiced preventing overharvesting of marine resources and are historically managed by men. In 2014, the women’s group Waifuna in Kapatchol, led by a strong woman figure was granted a sasi location for the first time in Papua history, with their ownerships rights fully acknowledged by the sub-village government, church, and adat (indigenous people) holders. YKAN partnered with Waifuna to develop sasi that would be followed by all harvesters to ensure a healthy, regenerative ecosystem, such as catch limits and size requirements. Within the patriarchal culture, women had often been excluded from leadership roles. Today, Waifuna’s sasi has been so successful that the village government has expanded their area from 32 ha to 215 ha by 2019. This project aims to replicate the women-led sasi management model in the North Misool area. Currently, several women’s sasi groups have been established, including Joom Jak Sasi in Aduwei Village, Zakan Day in Salafen Village, and Laphan in Solal Village. In addition, there are clan-based sasi groups dominated by men, such as the sasi group in Folley and the Jak Beta and Fismatna groups in Aduwei. These groups collaborate with the women’s sasi groups in managing sasi areas. The development of both the women’s sasi groups and the clan-based groups has shown steady improvement over time. Nevertheless, they continue to require technical and administrative support to strengthen their capacities and ensure the sustainability of sasi management. The Sasi Officer is responsible for project implementation on sasi. S/he uses a variety of methods, tools, and participatory processes to nurture women’s and clan-sasi group in the scientific manners and engage the group meaningfully in implementation and monitoring. She/he facilitates capacity building for data documentation and ensures high quality data from the sasi groups in Misool. The Sasi officer also supports team in BHS specifically and IOP Sasi team generally.
