Project Background

The province of Bangka Belitung, which consists of Bangka Island, Belitung Island, and the small islands surrounding them, has a long coastline, with most of its coastal areas covered by a mangrove ecosystem. The area of mangrove forests in this province reaches 67,386.54 hectares, with 48,271.05 hectares located on Bangka Island and 19,115.49 hectares on Belitung Island. The mangrove ecosystem in this region is mostly still in good condition, including ancient mangroves, oceanic mangroves, and the largest mangroves found in a single province in Indonesia. The mangrove ecosystem plays a vital role in maintaining the ecological balance of coastal areas, protecting the region from abrasion, and supporting the livelihoods of local communities thru fishing activities and nature-based economies.

The Nusantara Nature Conservation Foundation (YKAN), together with the Tahija Foundation and other stakeholders, has initiated the program "Improving Local Livelihoods thru the Protection and Restoration of Coastal Mangrove Ecosystems in the Bangka Belitung Islands." This program aims to strengthen the welfare of local communities thru efforts to protect and restore mangrove ecosystems, which are crucial for the sustainability of coastal economies and environments. In addition, this program also requires the development of scientific data related to biophysical, social, economic, and cultural aspects to design appropriate mangrove restoration and protection strategies, while also supporting sustainable coastal area management in Bangka Belitung.

Sustainable management of mangrove ecosystems requires synergistic governance with village administrations, considering that many coastal areas in Indonesia fall under the administrative authority of villages and are an important part of village development planning. In line with the mandate of Law Number 6 of 2014 on Villages, as well as the national policy on mangrove rehabilitation, village governments have the strategic potential to become key actors in the efforts to conserve and sustainably utilize mangroves. Therefore, it is necessary to develop a comprehensive and contextual training module as a guide for village governments in implementing the conservation and management of mangrove ecosystems.

The creation of this module is part of YKAN's efforts to support the capacity building of village governments and communities in the coastal areas of Bangka and Belitung to be able to implement sustainable, inclusive, and ecosystem-based mangrove management practices. YKAN is looking for a module development consultant who is not only capable of creating new materials but also able to explore, compile, and integrate the modalities and content already possessed by YKAN and the local government, so that this module becomes representative, contextual, and usable across program locations.

Objectives/Purposes of the Assignment:
